Annual Report Item Management System (ARIMS)
Alberta Learning

Alberta Learning produces an Annual Report on the Ministry Business Plan. It includes more than 40 performance measures and the financial performance of over 100 reporting entities.  The production process was centralized, labour-intensive and paper-based, making it vulnerable to errors and inefficiencies.  The Annual Report Item Management System was created to replace the existing process with a distributed on-line process.  The new system was developed and implemented under a non-negotiable deadline.

To meet the Annual Report's preparation timelines, a multi-disciplinary team was coordinated and led by Alberta Learning, including members from Alberta Learning and Sierra Systems Consultants, Inc., from the private sector.

Project tasks included developing a business case to justify undertaking this initiative, conducting a business needs analysis, determining client needs and converting these needs to Business Requirements and Function Design Specifications.  Using issues, risk and change management techniques coupled with frequent project status reviews the new system was provided for client use by staff in three locations in time for preparation of the 2001 Annual Report.  The project was completed on time and within estimated project cost.  The system is in place to use for the Annual Report and other reports in future years.
