Job Profile: Relationship Between Creativity and Responsibility

Key Message - Job evaluation is most accurate when the evaluator can take a step back and put the job into context - consider the size of the job and why and where it exists in the organization.

Responsibility is the degree to which the job has direct impact on end results and the importance of those results to the organization. The Job Profile reflects the difference in the emphasis of a job between Responsibility and Creativity. The Job Profile tells us something about the character of the job and is used to determine the points for responsibility. Typically three kinds of jobs exist in an organization: Research or Policy (creativity); Results or Delivery (responsibility); or ones with a mix of both kinds (balanced). The difference between the score for Responsibility and Creativity can range from zero to three steps, each step being a 15% difference. A C profile means the job scores a higher percentage for Creativity and less for Responsibility. An R profile means the job usually scores less for Creativity and higher for Responsibility. In the end, both jobs could end up with the same total points.

Please note that the profile itself is not an indicator of the level of the job. It is merely an indication of whether the job is focused on research or is focused on delivering results. For example, a senior research scientist is clearly focused on research in a very significant way. However, a strategic planner is also focused on research but not at such an extreme level. The same is true of results focused positions. While a Corrections Officer has a considerable results focus because of its security responsibilities, the Clerk who is processing health care payments also has a results focus but less extreme.

Some positions are balanced and have a focus that is as research focused as it is results focused. Jobs that are advisory or consultative tend to have this balanced focus.

Profile Designation
R3 Delivery ("line accountability").

Ultimately responsible for implementation of program/service delivery (make it happen) for core business decisions. Others typically provide policy and program development.



Authorized to make final decisions in their field of expertise within legislation, policy parameters. For example, enforcement, regulatory or investigative capacity.
R1 Process. Primarily program/service delivery. May be involved in development/analysis of recommendations.
B Consultative. The jobs have a balance between development and implementation. Advisory consultative role.
C1 Analysis.

Focus on analysis instead of on end results. Methodologies often pre-defined and analysis typically completed over (shorter) time frame. Findings may influence future development.


Applied Research. Applied research and analysis and/or program development and design. Typically, results of research required in the long term.
C3 These jobs perform original research.

How to Calculate the Points for the Responsibility Profile?

The responsibility profile shows the balance in the job between a focus on Creativity and Responsibility. Therefore we calculate the score for responsibility based on:

  • The points for creativity
  • The steps difference indicated by the short profile

If the creativity score is 29 and the profile is R1, we have to look at the value that is one step above that level. This results in 33 points for Responsibility. If the profile is C3 we have to look for a value 3 steps below 29. This results in 19 points for responsibility.
