The descriptions and instructions contained in this manual are issued as a guide for the uniform administration of the Management and Non-Union Employees’ Health Plans. These instructions should not be construed as changing or extending any of the benefits of the plans. For an exact statement of the rights of the Government and the employees covered by these plans, the provisions, as stated in Appendix B of the Dental Plan Trust and Appendix A (Part 2) of the Employee’s Prescription Drug and Extended Medical Benefits Plan Trust Agreement, shall prevail.
